Perpetum is a boutique staffing and employment partner based in Sofia, Bulgaria. We help US and UK companies hire software engineers, developers and technical staff in Eastern Europe without opening a local entity and without stitching together four vendors to do it.

Most of our work happens in Bulgaria, where we have been hiring since 2018 and know the salary bands, notice periods and labour rules first-hand rather than from a database. We also hire across Romania, Poland, Serbia and Ukraine, and cover Colombia and India for clients who need wider time-zone spread.

Six services, used separately or together:

Turnkey Staff Augmentation (flagship) – headhunting, employment and ongoing management bundled into one flat monthly fee per person, with no upfront placement fee.
Employer of Record – you choose the person, we become their legal employer and handle contracts, payroll, taxes, benefits and compliance.
Contractor of Record – one framework agreement and one invoice for an entire contractor population, instead of individual contracts and individual misclassification risk.
Headhunting – standalone search, priced as a percentage of first-year salary.
Contractor Sourcing – vetted specialists for fixed-scope work.
Build-Operate-Transfer – we build and run your delivery centre on our entity, then transfer it to yours when you are ready to own it.

How we work is the real difference. You deal with the founder and a small team, not a ticket queue. We are not a self-serve HR platform, and we do not pretend a hire is a checkout flow. We tell you what a role actually costs in the market before you commit, and we say so when a search is not realistic at that budget.
